      <title>Congresswoman Escobar Hosts Event Honoring Ten Extraordinary El Pasoans</title>

&lt;div&gt;&lt;b&gt;Carlos Spector – posthumous&lt;/b&gt;&amp;nbsp; - In Memory of Carlos Spector (March 13, 1954 – March 1, 2026) was a respected immigration attorney, U.S. Air Force veteran, and human rights advocate whose work reshaped asylum law for Mexican nationals fleeing violence. A native of El Paso, Spector dedicated his life to defending the rights of migrants and strengthening the Borderland community he deeply loved. (Emily is presenting a CR at his memorial service at UTEP on Monday, March 9 but this would be another opportunity to celebrate his life and you to do so personally).&lt;br /&gt;
&lt;br /&gt;
&lt;div&gt;&lt;b&gt;Sadok El Ghoul, Ph.D.&lt;/b&gt;&amp;nbsp;- Dr. Sadok El Ghoul is a distinguished finance scholar and internationally recognized expert in corporate governance, whose work bridges rigorous academic inquiry with real-world organizational impact. In recognition of his sustained contributions to the field, El Ghoul was awarded the Yvan Allaire Medal from the Royal Society of Canada which is one of the nation’s highest scholarly honors. As a Regent’s Distinguished Research Professor at the University of Texas at El Paso’s Woody L. Hunt College of Business, El Ghoul’s research deepens our understanding of how firms are governed, how they behave, and how governance mechanisms function across diverse institutional and cultural environments.&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;br /&gt;
Leah Juarez&lt;/b&gt;&amp;nbsp;- Leah Juarez is a senior at Horizon High School and dedicated three-sport athlete competing in wrestling, softball, and basketball. In February 2024, she suffered a career-threatening neck injury, breaking her C5 and C6 vertebrae while preparing for a regional wrestling meet. After undergoing a six-hour surgery at University Medical Center and committing herself to extensive physical therapy, Juarez worked to regain her strength. Demonstrating resilience and determination, she returned to softball and to wrestling finishing 3-1 and placed fifth.&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;br /&gt;
Amanda Ekery -&lt;/b&gt;&amp;nbsp;Amanda Ekery’s latest album, Arabe, explores shared Syrian and Mexican history and culture along the El Paso border through 12 original songs accompanied by essays detailing the stories behind each track. The project addresses themes ranging from food traditions and folklore to immigration law, biracial identity, and workers’ rights. Arabe was nominated for “Best Album Notes” at the 2026 Grammy Awards.&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;br /&gt;
Ramadevi Subramani Reddy, Ph.D.&lt;/b&gt;&amp;nbsp;- Getting inspiration from traditional remedies Dr. Subramani Reddy observed growing up, is investigating whether compounds derived from the neem tree, specifically gedunin, may provide a less toxic and more effective treatment option for pancreatic cancer. Supported by a $45,000 grant from the Lizanell and Colbert Coldwell Foundation, her research focuses on diseases that disproportionately affect the El Paso and Borderplex communities.&lt;/div&gt;

Guillermo “Willie” Cordero&lt;/b&gt;&amp;nbsp;- Willie Cordero will be featured in the Texas Highway Magazine for leading the efforts in preserving the historical cemetery of Smeltertown. Since 2019 Mr. Cordero and his volunteers have cleared tons of trash, replaced hundreds of broken crosses, and built a monument honoring local veterans buried at Smeltertown Cemetery.&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;br /&gt;
Julián Kalel Almanzan&lt;/b&gt;&amp;nbsp;- Julian Kalel auditioned for American Idol in 2025 and impressed judges Luke Bryan, Lionel Richie, and Carrie Underwood with a performance of his original song, “Surrender” but took a step down from auditioning to bring awareness and focus on his mental health. He came back to audition again for American Idol in 2026 and is currently in the Top 30. Contacted him and he might be able to attend.&lt;br /&gt;

&lt;div&gt;&lt;b&gt;Dr. Dennis Bixler-Marquez, Ph.D.&lt;/b&gt;&amp;nbsp;- Dr. Bixler-Marquez retired last year from UTEP after over 40 years of service and has earned the highest rank in academics of Professor Emeritus in honor of his distinguished career and lifelong contribution to education and service as Director of the Chicano Studies Department.&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;br /&gt;
Rosa Guerrero -&amp;nbsp;&lt;/b&gt;Guerrero’s dedication to education and cultural advocacy has been recognized through numerous honors. She received a lifetime membership from the Texas Parent Teacher Association and became the first Hispanic woman and living educator in El Paso to have a school named in her honor, Rosa Guerrero Elementary School. In In 1993 and in 1994 was inducted into the Texas Women's Hall of Fame and into the El Paso Women's Hall of Fame and was recognized as a 1997 Distinguished Alumna of UTEP. &lt;br /&gt;
Today, Guerrero continues her mission as an educational consultant, delivering presentations and lectures that promote cultural understanding, respect, and unity through the arts and education. Maestra Rosa Guerrero is an artist, educator, dancer, historian, and humanitarian who has dedicated her life to her community and whose work celebrates art, diversity, and human connection throughout our community and across the United States.&lt;/div&gt;
&lt;div&gt;&lt;b&gt;&lt;br /&gt;
Martine Ceberio&lt;/b&gt;&amp;nbsp;- Dr. Martine Ceberio is a professor in Computer Science at UTEP who has played a key role in developing and re-designing UTEP’s computer science program. She also advanced efforts to expand access to computing education, particularly for women and under-served communities. She has been named a Piper Professor for 2025, one of the highest honors for educators in Texas.&lt;/div&gt;

      <title>Congresswoman Escobar Co-Sponsors Bipartisan Act to  Strengthen Mental Health Access for Service Members</title>
      <description>&lt;p&gt;Congresswoman Veronica Escobar (TX-16) joined a bipartisan group of Members of Congress, led by Representative Gil Cisneros (CA-31), in co-sponsoring the Brandon Act Training and Protocol Act, legislation to strengthen implementation of critical mental health protections for U.S. service members.&lt;/p&gt;
&lt;p&gt;The legislation builds on the Brandon Act, which was enacted following the tragic death of U.S. Navy Petty Officer 3rd Class Brandon Caserta, who died by suicide in 2018 after repeatedly being denied access to mental health care. The law ensures that service members can confidentially request mental health support through their chain of command at any time and for any reason.&lt;/p&gt;
&lt;div&gt;While the Brandon Act is currently law, many service members do not know they have the rights to seek help. The Brandon Act Training and Protocol Act addresses these implementation challenges by requiring the Department of Defense to incorporate Brandon Act training into annual training requirements and to proactively promote awareness across the military.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;“The Brandon Act was an important step forward, but a law only works if people know it exists and leaders are trained to carry it out. This bipartisan legislation will help ensure that every service member understands their rights and can access care when they need it, without barriers, stigma, or delay,”&amp;nbsp;&lt;b&gt;said Congresswoman Escobar.&lt;/b&gt;&amp;nbsp;“Military families understand the importance of timely and accessible mental health care.       <title>Congresswoman Escobar Co-Sponsors Bipartisan  Love Lives On Act to Support Military Families</title>
      <description>&lt;p&gt;Congresswoman Veronica Escobar (TX-16) joined 144 other Members of Congress, led by Richard Hudson (NC-9), in cosponsoring the Love Lives On Act — bipartisan legislation to ensure surviving spouses of fallen service members and veterans do not lose critical benefits if they choose to remarry.&lt;/p&gt;
&lt;p&gt;Under current law, surviving spouses who remarry before the age of 55 lose access to key benefits they rely on to support themselves and their families. The Love Lives on Act would eliminate this penalty, allowing surviving spouse to retain benefits such as Dependency and Indemnity Compensation (DIC), Survivor Benefit Plan (SBP) annuities, and other Department of Veterans Affairs (VA) and Department of Defense (DoD) benefits regardless of remarriage age. The bill would also restore TRICARE eligibility for remarried surviving spouses if that subsequent marriage ends.&lt;/p&gt;
&lt;p&gt;"For far too long, surviving spouses have been forced to choose between financial security and finding love again,”&amp;nbsp;&lt;b&gt;said Congresswoman Escobar&lt;/b&gt;. “That is an unfair and deeply outdated burden to place on families who have already sacrificed so much for our country. The Love Lives On Act ensures that surviving spouses can move forward in their lives without fear of losing the benefits they earned through their loved one’s service.”&lt;/p&gt;

"As Meta continues to build out its data center in El Paso, Texas, it is crucial that Meta is transparent with El Pasoans about how this new venture will impact our community. As I mentioned to you during our meeting recently, constituents have reached out with questions about the data center, what kind of permanent jobs it would create, and how the data center will impact everything from our water to electricity bills. El Pasoans deserve answers to these questions, and some of the answers should come directly from Meta. I respectfully request that Meta holds public listening sessions with the El Paso community and provide greater clarity into how the data center will impact all of us.&lt;/div&gt;

&lt;div&gt;"As the rise of artificial intelligence (AI) takes hold, tech giants, like Meta, are expected to invest more than $364 billion to accelerate the construction of data centers across the country. These data centers use an exorbitant amount of energy, and when energy usage increases without increased energy production, rates go up for consumers. In fact, in Virginia, electricity costs for areas near data centers have increased by 267% over the last five years.2 In El Paso, Meta has engaged with El Paso Electric (EPE) to rapidly and significantly expand EPE’s capacity to meet Meta’s needs. El Pasoans are interested in knowing more about that.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;"In addition to the potential financial implications of this data center on El Pasoans, there are also significant environmental impacts to consider. Despite a public commitment that Meta made regarding using renewable energy for the El Paso data center, Meta has walked this back and has mentioned to me that there are renewable projects they are committed to outside of El Paso It’s our understanding that your energy needs will be met through gas powered turbines, which are a major source of greenhouse gas emissions and have a significant carbon footprint.&lt;/div&gt;
&lt;div&gt;&amp;nbsp;&lt;/div&gt;
&lt;div&gt;"Similarly, the water consumption of this data center and how that need will be restored to the community requires clarification. Large data centers like this one can use up to five million gallons per day, which is equivalent to a town of 50,000.3 Meta has committed to restoring its water usage by returning 200% of its water consumption to local watersheds. Despite my repeated requests for information about this, how Meta will do this remains unclear. My constituents would also like to learn more.&amp;nbsp;&lt;/div&gt;

&lt;div&gt;"As Meta enters our community, it is my hope that you are interested in building community trust, which can only be obtained through a transparent process. Our community will live with the consequences of Meta’s data center, and we deserve robust community engagement.       <title>Congresswoman Escobar Votes Against Hypocritical Republican Messaging Proposal </title>
      <description>&lt;p&gt;Today, Congresswoman Veronica Escobar (TX-16)&amp;nbsp;voted&amp;nbsp;against the hypocritical Republican effort to amend the Constitution and balance the federal budget&amp;nbsp;offered by the party which voted&amp;nbsp;to add trillions to our national debt in the last year alone.&lt;/p&gt;
&lt;p&gt;“If Republicans — who control every lever of the federal government — truly wanted to balance the federal budget, they could do so without changing the Constitution,”&amp;nbsp;&lt;b&gt;said Congresswoman Escobar.&lt;/b&gt;&amp;nbsp;“Instead, they’ve chosen to explode our national debt by giving tax cuts to billionaires while seriously debating sending more money to the Pentagon for Trump’s war in Iran. &lt;p&gt;In the past year, Trump and Republicans signed the “One Big Beautiful Bill” into law, adding an estimated over&amp;nbsp;&lt;a href="https://www.crfb.org/blogs/senate-obbba-charts" data-outlook-id="5d07b5e9-b2e5-47c3-b731-e745a860ea78" title="https://www.crfb.org/blogs/senate-obbba-charts"&gt;$4.1 trillion to our national debt&lt;/a&gt;, with some experts believing this value could be higher.&lt;/p&gt;
&lt;p&gt;Despite their grandstanding as "deficit hawks,”&amp;nbsp;&lt;a href="https://clerk.house.gov/Votes/2025190" data-outlook-id="436bd78f-6db2-48d6-9129-46fa66f5bae7" title="https://clerk.house.gov/Votes/2025190"&gt;99.1%&lt;/a&gt;&amp;nbsp;of House Republicans - including the Republican proposing the constitutional amendment - voted to add trillions to the debt. This includes members of the ultraconservative, right-wing House Freedom Caucus (HFC), who repeatedly&amp;nbsp;&lt;a href="https://www.bbc.com/news/articles/c20rrxjnx4lo" data-outlook-id="320b0738-832e-4125-9b72-23156e71272d" title="https://www.bbc.com/news/articles/c20rrxjnx4lo"&gt;made empty threats&lt;/a&gt;&amp;nbsp;to vote against the One Big Beautiful Bill out of “concerns about the amount of money it adds to the national debt.” The HFC even circulated a&amp;nbsp;&lt;a href="https://www.politico.com/f/?id=00000197-cbfe-da98-a3b7-fbfeff590000" data-outlook-id="c4ba5c40-37af-41cb-a4e4-fc4723b6966f" title="https://www.politico.com/f/?id=00000197-cbfe-da98-a3b7-fbfeff590000"&gt;memo&lt;/a&gt;&amp;nbsp;criticizing the legislation in which the top concern was the increased deficits.&lt;/p&gt;
&lt;p&gt;The chair of the Freedom Caucus, Representative Andy Harris,&amp;nbsp;&lt;a href="https://harris.house.gov/media/press-releases/one-big-beautiful-bill-secures-major-wins-american-people" data-outlook-id="b7a4e3a0-168e-4ef1-8320-da51c49d5c6b" title="https://harris.house.gov/media/press-releases/one-big-beautiful-bill-secures-major-wins-american-people"&gt;said&lt;/a&gt;&amp;nbsp;the legislation "marks a major victory for the American people, President Donald Trump, and the House Freedom Caucus. As the United States prepares to welcome international visitors for the rapidly approaching 2026 FIFA World Cup (FWC), we write with great concern regarding the decisions made by the Fédération Internationale de Football Association (FIFA) that have led to rising costs for fans and host cities. Both American fans and international visitors should have access to tickets at affordable prices. The extreme high demand for World Cup tickets should not be a green light for price gouging at the expense of the people who make the World Cup the most-watched sporting event in the world.&lt;br /&gt;
&lt;br /&gt;
When the tri-nation model for the 2026 World Cup was announced and confirmed in 2018, FIFA emphasized an inclusive tournament experience, including the availability of hundreds of thousands of low-cost tickets, some projected at approximately $21, to allow fans to follow their teams across all host cities in North America. That vision of an accessible, global celebration, welcoming 48 national teams and their supporters from every corner of the world, has been undermined by a dynamic priced ticketing model that is financially exclusionary and stands in stark contrast to the vision presented. This pricing structure has made tickets for all stages of FWC games unaffordable for many fans who have already confirmed travel for this monumental international sporting event.&lt;br /&gt;
&lt;br /&gt;
It is our understanding that in response to widespread international opposition to the extremely high prices of World Cup tickets, FIFA made a limited number available to national football federations for independent distribution at approximately $60 each. However, these tickets represent only 1-2 percent of the total tickets available for the 2026 FWC, and only a few hundred will be available per game.&amp;nbsp;Beyond this small portion of affordable tickets, the overwhelming majority of fans traveling from across the globe will only have access to substantially inflated ticket prices through a limited lottery system and resale platforms. Current pricing indicates that the least expensive group-stage tickets average over $200, while the lowest-priced tickets for the final match exceed $4,000.&lt;br /&gt;
&lt;br /&gt;
The employment of dynamic ticket pricing for the 2026 FWC starkly contrasts with FIFA’s core mission to promote the accessible and inclusive promotion and development of soccer globally. This widely-criticized decision to abandon the traditional static pricing model prioritizes revenue maximization over accessibility for fans and host community residents. Despite host cities’ cooperation in bringing the vision of the largest, most global World Cup in history to fruition, the consequences of dynamic pricing will make the 2026 FWC the most financially exclusionary and inaccessible to date.&lt;br /&gt;
&lt;br /&gt;
The use of dynamic pricing on FIFA-operated ticketing and resale platforms allows FIFA to capture inflated revenues while placing the burden on fans and host-city residents, many of whom are already contributing to the tournament through state and local level public funding for security, transportation, and infrastructure. In the United States, taxpayers at the federal, state, and local levels are bearing substantial costs to host the World Cup. Although Congress has appropriated approximately $625 million to reimburse local law enforcement expenditures, local governments have had to garner additional funding of up to $150 million per city for infrastructure improvements, transportation, and security preparations.&lt;br /&gt;
&lt;br /&gt;
The high cost of hosting these games, without FIFA’s financial support, has forced some cities to scale back or privatize the acclaimed fan festivals. Fan festivals have historically ensured that World Cups are affordable for visitors and residents alike to participate in the World Cup celebrations, serving as a partial alleviation to the negative consequences of unaffordable tickets on the fan experience. Without public access to these celebrations, the affordability of World Cup tickets becomes even more pertinent. However, Host Committees are collectively $250 million short of needed funding due to FIFA’s commercial contracts that restrict their cities’ ability to accept additional local sponsorship. These funding constraints have created significant obstacles for host cities to host public fan events.7&amp;nbsp;As a result, for the first time in World Cup history, certain cities are taking unprecedented measures,8&amp;nbsp;such as charging admission for fan festivals or reducing them due to difficulty attracting visitors.&lt;br /&gt;
&lt;br /&gt;
Taken together, these financial challenges reveal a structural imbalance in the FWC 2026 model that contradicts the core principles of the largest international sporting event in the world: FIFA maintains control over the tournament’s most lucrative revenue streams, while host cities and their residents are left to shoulder the substantial costs of accommodating millions of visitors, often without meaningful access to the matches themselves.&lt;br /&gt;
&lt;br /&gt;
With the 2026 tournament looming, we urgently request that FIFA review and reconsider the tournament policies that have created insurmountable challenges to fans and host cities, and provide answers to the following questions:&lt;/p&gt;

    &lt;div role="presentation"&gt;What measures will FIFA take to ensure that tickets remain affordable as teams advance in the tournament, particularly given that many later-round tickets have already been sold at dynamically- inflated prices?&lt;/div&gt;

    &lt;div role="presentation"&gt;Will FIFA commit to returning to a static pricing model in future tournaments in light of the accessibility concerns raised by the 2026 World Cup?&lt;/div&gt;

    &lt;div role="presentation"&gt;Will FIFA implement changes to support host cities with fan festivals, or adjust sponsorship limitations so host city committees can fundraise and host public tournament events for fans unable to attend the actual games?&lt;/div&gt;

Funding will support ADA-accessible sidewalks, bicycle infrastructure, improved traffic signals, lighting, road markings, landscaping, and safer street design for pedestrians and drivers alike.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$3,100,000&lt;/b&gt;&amp;nbsp;for the City of El Paso to expand the Ysleta Port of Entry, building on Congresswoman Escobar's priority of modernizing El Paso's land ports of entry. The project lays the groundwork for future construction that will improve border efficiency, safety, and trade operations.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$500,000&lt;/b&gt;&amp;nbsp;for the City of Socorro to design and build a new three-mile trail connection between Ysleta and Socorro along Alameda Avenue, expanding safe walking and biking options and improving regional connectivity for residents.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$250,000&lt;/b&gt;&amp;nbsp;for El Paso County to provide essential equipment so a new animal shelter can begin operations, allowing it to take in animals, deliver medical treatment, and improve animal care and welfare across the county.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$250,000&lt;/b&gt;&amp;nbsp;for the City of El Paso to create modular maker spaces at the Innovation Factory for early-stage manufacturing and aerospace companies. The project supports workforce training, product design, environmental management, and access to advanced manufacturing and testing equipment, helping local startups grow and create jobs.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$3,150,000&lt;/b&gt;&amp;nbsp;for the City of El Paso to support critical structural upgrades to I-10 for the Deck Plaza in downtown El Paso. The investment will strengthen retaining walls and support beams, improve fire safety systems, and modernize utilities over a six-block stretch of Interstate Highway 10, ensuring the long-term safety and stability of this vital transportation corridor.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$1,000,000&lt;/b&gt;&amp;nbsp;for El Paso County to construct a 2,500-square-foot prefabricated classroom and workshop for the Challenge Academy, operated by the El Paso County Juvenile Probation Department. The facility supports evidence-based education, vocational training, and rehabilitation programs designed to reduce youth recidivism and set young people on a path to success.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$1,092,000&lt;/b&gt;&amp;nbsp;for the&amp;nbsp;El Paso County East Montana Water Tower Project&amp;nbsp;to design and construct the East Montana Water Tower, a 750,000-gallon elevated storage facility to supplement an existing and aging 75,000-gallon water tower. With a planned lifespan of roughly 50 years, this water tower will serve more than 1,000 homes and businesses in this unincorporated part of the County.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$1,031,000&lt;/b&gt;&amp;nbsp;to Texas Tech University Health Sciences Center El Paso to acquire medical linear accelerators (LINAC) for the research enterprise of TTUHSC El Paso. LINAC systems are devices used to treat large tumors as an external beam radiation therapy treatment. These systems will be used to research the biological and therapeutic effects of varying doses of radiation on the body.&lt;/li&gt;
    &lt;li&gt;&lt;b&gt;$1,031,000&lt;/b&gt;&amp;nbsp;to the Rio Grande Council of Governments to replace or upgrade mobile and portable radios for public safety entities within El Paso County. This will drastically improve interoperable communications by providing reliable, timely communications among public safety responders and between public safety agencies and citizens, to effectively carry out public safety missions, as well as save lives.&lt;/li&gt;
