Even through the current uncertainty in Congress, it is one of my many priorities to ensure that El Paso capitalizes on the opportunities offered through our grant-making agencies.
Below are highlights of recent awards in our community, funding opportunities, and upcoming webinars that I encourage you to explore.

Recently, the Federal Highway Administration (FHWA) issued three notices announcing the distribution of highway formula funds to state DOTs. Texas was a recipient of $5.5 billion from the FY24 Federal-Aid Highway Program and the FY24 Apportionment of Highway Infrastructure Program Funds for both the Bridge Formula and the National EV Infrastructure Formula Programs.

I'm proud to be the only member in our region to have supported the Bipartisan Infrastructure Law (BIL) that has made this critical funding for our state's infrastructure possible.

The El Paso Center for Children has been awarded nearly $200,000 over three years by the U.S. Department of Health and Human Services (HHS) for their application to the FY23 Basic Center Program. I'm proud to have issued a letter to the El Paso Center for Children in support of their proposal. The Basic Center Program works to establish and strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families.

El Paso Community College (EPCC) and the University of Texas at El Paso (UTEP) were awarded $160,000 each from the Department of Labor's (DOL) Occupational Safety and Health Administration to support education and training to help workers and employers recognize serious workplace hazards, employ injury prevention, and understand workers’ rights and employers’ responsibilities under federal law.
The award was funded through the Susan Harwood Training Grant Program. The program’s name and purpose reflect the legacy of the former director of OSHA’s Office of Risk Assessment. In 17 years with OSHA, the late Dr. Harwood was instrumental in developing federal standards that today protect people from workplace hazards, including asbestos, benzene, bloodborne pathogens, cotton dust, formaldehyde, and lead.

Nationally Significant Federal Lands and Tribal Projects (NSFLTP) Program
The Nationally Significant Federal Lands and Tribal Projects (NSFLTP) program provides funding for the construction, reconstruction, and rehabilitation of nationally significant projects within, adjacent to, or accessing federal and tribal lands. This program provides an opportunity to address significant challenges across the nation for transportation facilities that serve federal and tribal lands.

Electric Vehicle Charger Reliability and Accessibility Accelerator
The Biden-Harris Administration has set a goal of building a convenient, affordable, reliable, equitable, and Made-in-America electric vehicle (EV) charging network along the nation's highways and within our communities.
Through this funding opportunity, $100 million is being made available to repair and replace existing, but non-operational, electric vehicle (EV) charging infrastructure.

ICYMI: Thriving Communities Program

The Thriving Communities Program offers $22 million to provide grants and technical assistance to communities seeking to identify, develop, and deliver transportation and community revitalization opportunities.

Water Infrastructure Finance and Innovation Act (WIFIA)
The EPA estimates that it may lend approximately $6.5 billion to prospective borrowers seeking credit assistance to finance approximately $13 billion in water infrastructure investment under the Water Infrastructure Finance and Innovation Act (WIFIA) program.

Climate Pollution Reduction Grants
|
The EPA is dedicating $4.3 billion to develop and carry out ambitious plans for reducing greenhouse gas emissions and other harmful air pollution.

ICYMI: EPA plans to award at least $500 million through its current rebate competition, with the potential to modify this figure based on the application pool and other factors.
Eligible applicants can apply to receive funding for the purchase of up to 25 zero-emission (ZE) and/or clean school buses, along with ZE charging infrastructure and eligible workforce development costs.

Rural and Municipal Utility Cybersecurity (RMUC) Advanced Cybersecurity Technology (ACT) 1 Prize
The Rural and Municipal Utility Cybersecurity (RMUC) Program invites electric cooperative, municipal, and small investor-owned utilities with limited cybersecurity resources and utilities that serve military installations to apply for competitive funding and technical assistance through the Advanced Cybersecurity Technology (ACT) 1 Prize.
The ACT 1 Prize offers a total prize pool of up to $8.96 million in cash and technical assistance across three increasingly competitive phases—Commitment, Planning, and Implementation—where each phase concludes with a prize award.

Advanced Transportation Financing
Through its Advanced Technology Vehicles Manufacturing (ATVM) Loan Program, the Department of Energy's Loan Programs Office (LPO) has $17.7 billion in available funding to provide low-cost debt capital for fuel-efficient vehicle and eligible component manufacturing in the United States.
