Last week, Team Escobar toured the El Paso International Airport (ELP) to assess projects supported by federal funding. Team Escobar had the opportunity to visit the Innovation Factory and get a preview of modernization projects inside the main terminal. Both the Innovation Factory and main terminal improvements are supported by the Bipartisan Infrastructure Law, which I was proud to support.

During last week's visit to ELP, Team Escobar had the opportunity to meet with our Air Traffic Control Specialists at the Federal Aviation Administration's Air Traffic Control Tower and discuss plans for the new Air Traffic Control Tower. The new Air Traffic Control Tower will be supported by funds authorized by general federal appropriations.

Recently, El Paso Water graduated its first cohort from their Skills for Sustainability Program. In partnership with the STTE Foundation, Western Tech, and the non-profit Trust for the Americas, candidates from El Paso and Ciudad Juarez are prepared with introductory skills for jobs in water and wastewater plants. The North American Development Bank, Microsoft, and the Environmental Protection Agency (EPA) provided funding for the initiative.

Buildings Energy Efficiency Frontiers & Innovation Technologies (BENEFIT) Program Deadline: Concept Paper due on Dec. 18, 2023, and Full Application due on March 5, 2023.
Description: The 2024 BENEFIT FOA will invest up to $30M (subject to appropriations) across four topic areas: - Topic 1: Heating, Ventilation, and Air Conditioning and Water Heating
- Topic 2: Innovative, Replicable, and Low-Cost Roof and Attic Retrofits
- Topic 3: Building Resilience and Capacity Constraints
- Topic 4: Commercial Lighting Retrofit Advancements
Eligibility: Institutions of higher education, For-profit entities, Nonprofit entities, and State and local governmental entities, and Indian tribes.

Small Communities – Big Challenges (SCBC) Competition Deadline: January 31, 2024
Description: EPA and partners have launched the Small Communities – Big Challenges (SCBC) Competition for local governments in the United States to demonstrate innovative and inclusive strategies for engaging with rural communities to understand these communities’ environmental and public health issues of concern.
Eligibility: City and county health departments, Local environmental agencies, Local departments of fish and wildlife, Local utility providers, Local waste management officials, Local departments of housing, Water and sewer district boards, Tribal and territorial government leaders, City/municipality governments.

Digital Humanities Advancement Grants (DHAG) Deadline: January 11, 2024
Description: The Digital Humanities Advancement Grants program (DHAG) supports innovative, experimental, and/or computationally challenging digital projects, leading to work that can scale to enhance scholarly research, teaching, and public programming in the humanities.
Eligibility: Nonprofits having a 501(c)(3) status, County governments, Private institutions of higher education, State governments, City or township governments, Public and State controlled institutions of higher education, Native American tribal governments (Federally recognized), and Special district governments.

Tribal Transportation Program Safety Fund (TTPSF) Deadline: January 15, 2024
Description: TTPSF emphasizes the development of strategic transportation safety plans using a data-driven process as a means for Tribes to identify transportation safety needs and determine how those needs will be addressed in Tribal communities.

Advanced Transportation Technology and Innovation (ATTAIN) Program Deadline: February 2, 2024
Description: The ATTAIN program provides competitive grants to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment.
Eligibility: State or local government or political subdivision, transit agencies, metropolitan planning organizations, a multijurisdictional group made up of the above eligible applicants with a signed agreement to implement the initiative across jurisdictional boundaries, and a consortium of research or academic institutions.

FAA Aviation Research Grants Program Deadline: February 22, 2024
Description: The FAA Aviation Research Grants Program encourages and supports innovative, advanced research of potential benefit to the long-term growth of civil aviation and commercial space transportation. The pursuit of basic and applied research in scientific and engineering disciplines that has the potential to further knowledge and understanding on a broad front of emerging technologies is crucial to the realization of this goal.

WaterSMART Grants: Water and Energy Efficiency Grants (Select Areas) - FY 2024/2025 Deadline: February 22, 2024
Description: The U.S. Department of the Interior is accepting applications for their Water and Energy Efficiency Grant. The grant provides funding for projects that result in quantifiable and sustained water savings, implement renewable energy components, and support broader sustainability benefits. Applications may include any one of, or a combination of, the following types of projects: water conservation projects or renewable energy projects.
Eligibility: States, Indian tribes, Irrigation districts, Water districts, any other organizations with water or power delivery authority.

WaterSMART Small-Scale Water Efficiency Projects Deadline: January 16, 2024
Description: The objective of this NOFO is to invite States, Indian Tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on small-scale on-the-ground projects that seek to conserve, better manage, or otherwise make more efficient use of water supplies.
Eligibility: States, Tribes, irrigation districts, water districts, regional, or local authorities, the members of which include one or more organizations with water or power delivery authority.

Choice Neighborhoods (CN) Implementation Grants Deadline: February 13, 2024
Description: The U.S. Department of Housing and Urban Development is offering the Choice Neighborhoods Implementation Grant to help communities transform struggling neighborhoods by redeveloping severely distressed public and/or U.S. Department of Housing and Urban Development (HUD)-assisted housing and catalyzing critical improvements. Funding will help communities improve housing opportunities, improving the outcomes of individuals in the community, and create healthy, vibrant neighborhoods. Successful applicants must have a comprehensive neighborhood revitalization plan.
Eligibility: City and township governments, public housing authorities, and Indian housing authorities.

Tribal Cybersecurity Grant Program (TCGP) - FY 2023 Deadline: Jan. 10, 2024
Description: The U.S. Department of Homeland Security established the Tribal Cybersecurity Grant Program to strengthen the cybersecurity practices and resilience of tribal governments. This program enables the tribal government to make targeted investments in their cybersecurity infrastructure and improve the resilience of the services they provide to their communities. Applicants should have a clear understanding of their current cybersecurity posture and have a plan for improvements if they receive the grant in order to be most competitive.

Biden-Harris Administration Announces $74.4 Million in Funding Opportunities to Improve Behavioral Health
The U.S. Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), announced notices of funding opportunities for grant programs that address behavioral health challenges in local communities by preventing substance use initiation, reducing the progression of substance use, and addressing other related concerns.

Support and Scale Up of HIV Prevention Services in Sexual Health Clinics - FY 2024 Deadline: January 15, 2024
Description: The purpose of this NOFO is to support the Ending the HIV Epidemic in the U.S. (EHE) initiative by scaling up HIV prevention and care services in sexual health clinics.

Regional AIDS Education and Training Centers Deadline: February 5, 2024
Description: The aim of the program during the next five-year period of performance (July 1, 2024 – June 30, 2029) is to build on the previous work and successes of the AETC program and their local partners and implement a modernized and strengthened program framework based on industry standards.
