Small businesses have been hit hard throughout the last two years. In 2020, businesses with less than 500 employees reported a record net job loss against larger businesses – though they also benefitted from programs such as the Paycheck Protection Program (PPP), with 96% of loans going to businesses with fewer than 20 employees. While many of the loans were started by Congress in the bipartisan CARES Act, which Congresswoman Escobar voted for in March 2020, this help would not have been possible without the American Rescue Plan Act. Passed by Congresswoman Escobar and her Democratic colleagues and signed into law by President Joe Biden in March 2021, the American Rescue Plan Act provided an additional $7.25 billion for PPP and $15 billion for Targeted Economic Injury Disaster Loan (EIDL) advance payments. “El Paso small businesses make up the backbone of our local economy and thanks to the American Rescue Plan, Congress has enabled the SBA to uplift our community’s beloved mom-and-pop businesses,” Congresswoman Escobar. “I am proud of the work the SBA El Paso District Office has done to deliver a record number of loans while also scaling up to meet the immense demand for COVID-19 related economic relief.
