Overview
It is my great honor and privilege to serve as your representative in Congress and to ensure that federal dollars are being invested in El Paso. For Fiscal Year 2027, my office will be accepting Community Project Funding (CPF) requests. I am excited to continue to use this process to deliver for El Pasoans.
Forms for FY27 are now open with a deadline of March 6, 2026. We will have an updated guide for FY27 when forms are made available. You can access our CPF form by clicking here
The Community Project Funding requests are in addition to the general programmatic and language-based requests which you can learn more about here. Updated reforms require rigorous vetting, limits 20 community project requests from each Member of Congress, public disclosure of potential recipients on the Congressmember’s website, and certification that no Congressmember’s family can benefit from the project.
General CPF eligibility guidance:
- Only state or local governmental entities and certain eligible non-profit organizations are eligible to apply.
- All for-profit groups and entities are ineligible.
- You must be able to demonstrate the request has community support.
- Funding must be for Fiscal Year 2027 only.
- All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.
- If the project would normally require a funding match or cost share by a non-federal entity, then the requesting entity will need to demonstrate that it can provide this match if it makes a request.
Staff may follow up for additional information to support the CPF request such as budget justification, documentation of community support and need, or proof of ability to meet match requirements once an initial request is submitted. Project Name: TTUHSC El Paso Oncology Research Equipment

Amount Requested: $3,000,000
Summary of Project: Funding will be used to acquire research equipment, such as a PET/CT scanner and MRI system, to advance innovation in diagnostic imaging and enhance personalized oncology care for patients across the region.

Project Name: Regional Interoperable Communications Phase II Project
Requestor: Rio Grande Council of Governments
Amount Requested: $3,631,340.91
Summary of Project: This project will continue to strengthen interoperable communications across the TX 16th Congressional District by replacing end-of-life or upgrading portable radios (subscribers units) to current mission critical standards. New subscribers will meet P25 Phase 1 and Phase 2 requirements and incorporate multiband capability across VHF, UHF, and 700/800 MHz, ensuring agencies can operate effectively across diverse terrain and multi‑jurisdictional ecosystems. These improvements will enable public safety agencies to communicate reliably across agencies and jurisdictions, supporting real‑time, on‑demand exchange of voice, data, and video through authorized radio and associated communications systems.

Summary of Project: The tire shredder equipment purchase will provide high-capacity processing capability to reduce illegal dumping, divert waste tires from landfills, support environmentally responsible recycling, and improve public health and environmental compliance countywide. Shredding of tires has numerous benefits to include recycling tires reduces environmental hazards, conserves resources, and creates sustainable products used in paving, erosion control and playgrounds.

Summary of Project: El Paso Children’s Hospital seeks funding to acquire a 3 Tesla MRI system to expand advanced pediatric and congenital cardiac imaging capacity in the region. This project strengthens local access to high-resolution diagnostic services, reducing the need for families to travel outside El Paso for specialized care.

Summary of Project: El Paso Water is replacing aging and inoperable isolation valves on major water transmission mains to improve system reliability and protect critical drinking water infrastructure.
